    John Kofler was a native of New Orleans who studied art, painted and exhibited his works in Louisiana before moving to Washington, D.C. in 1941. After serving in the Army during World War II, Kofler worked for the Defense Department as a visual information specialist for 27 years.

    He was a mapmaker for the Office of Strategic Services, the World War II predecessor to the Central Intelligence Agency, and rose to the position of director of the cartographic drafting room. In the mid-1960s, Kofler also painted with a group of artists called the Washington Color Painters.
