He began drawing at an early age, and eventually drew many cartoons for Frank Leslie's Illustrated Newspaper during the Civil War. But he is most well known for his keen oil paintings of cows and bulls, in vivid landscapes. While exhibiting at the Pennsylvania Academy of Fine Arts, Devlan's paintings were described as the "pictures painted by a boy up in the mountains"....
