Tay Mo Leong graduated from Taipei Normal College in 1960, and had a stint at the Art Centre in Longboat Key, Florida, in 1970.

Tay Mo Leong received several awards throughout his career, including the Osaka Government Award in 2003, and the Nippon Modern Art Association's Foreign Minister Award in 1997. He participated in various exhibitions, including the Sao Paulo Biennale in 1969 and the Bale Salon Switzerland in 1975.

Tay Mo Leong co-founded the Penang Watercolour Society in 1985, and served as secretary in the Penang Art Society for more than a dozen years. He was also a member of the Penang State Art Gallery's board of trustees from 1982 to 1990, serving as chairman in 1989-1990.
