Little is know about George Frank Higgins, but his work suggests an accomplished artist. Higgins exhibited at the Boston Art Club during the years 1873 to 1891. He also exhibited at the Boston Athenaeum and Leonard's Auction Rooms.
In a review of Higgin's work that appeared in the "Boston Evening Transcript" of March 18, 1874, the author noted that Higgin's work did not embrace the "sensational," but would hold its interest and "improve by age as choice scenes in nature do to the lover of her occult mysteries."
He is known to have painted in the White Mountains of New Hampshire, as did many New England artists of his day.

George F. Higgins painted in both oils and watercolors throughout New England, New York's Adirondack Mountains, and Florida. Higgins paintings were exhibited at the Boston Athenaeum as early as 1859, and his painting "On the Androscoggin" was exhibited there in 1861.
Higgins exhibited over twenty paintings from 1873 until 1891 at the Boston Art Club where he was a member. In the 1880's, Higgins painted in the White Mountains, producing "Mount Washington" from Conway, New Hampshire. He also worked in New Hampshire's lake region painting "Lake Winnipesaukee" from Wolfeboro, New Hampshire.
The subject matter of the known works by Higgins is realistic making them desirable to collectors. Higgins lived in Pepperell and Boston, Massachusetts.
