His family moved to Philadelphia where Bower attended High School and spent a year at Penn State. Upon learning of classes being taught by Howard Pyle alumnus Walter Everett, he switched to the School of Industrial Art in Philadelphia. While still a student he began to be published in St. Nicholas magazine. This was followed by four years working for the Hearst Syndicate. Later he became a medical illustrator in the U.S. Army during WWI.
