From 1984 until 1987, he attended the Academy of Fine Arts in Vienna as a master pupil of Werner Klemke and Rudolf Hausner, one of the most important representatives of Fantastic Realism. In 1988, Makarov became a member of The Society of the Artists of Vienna. During this period he created the cycle 'The late Freedom', which gained him first recognition. After Berlin's reunification he took an active role as one of the first Russian artists in the cultural dialogue in Berlin-Mitte, founding an art and culture club in Linienstraße.
