    The son of artist, Christopher High Shearer (1840-1946), Victor Shearer became a landscape and seascape painter in traditional style and reportedly produced many paintings similar to each other, "selling them for a few dollars apiece on the streets of Reading."

    He lived primarily in Reading, Pennsylvania, and before pursuing his painting talents, he had a basket making business.
