At the age of 21, however, Perry turned his attention to the studios of the Academie Deleceuse in Paris and found sculpture to be his true talent. Shortly after returning from his studies abroad in 1894, Perry received the commission for the series of bas-reliefs in the Library of Congress. As a result of the success in carrying out the order came the second commission in 1895 to design the Fountain of Neptune.
