Born in Sichuan, China, Liu is the second generation of oil painting artist. He was admitted to the Wu Chang Academy of Fine Arts in 1938, and was invited to serve as the Director of the Department of Western Painting at Southwest Fine Art School in 1948. He taught at Southwest People Academy of the Arts and Sichuan Academy of Fine Arts since 1950s, also became a member of China Artists Association and acted as a managing director of its Sichuan branch during this period. Born in Sichuan, China, Liu is the second generation of oil painting artist. He was admitted to the Wu Chang Academy of Fine Arts in 1938, and was invited to serve as the Director of the Department of Western Painting at Southwest Fine Art School in 1948. He taught at Southwest People Academy of the Arts and Sichuan Academy of Fine Arts since 1950s, also became a member of China Artists Association and acted as a managing director of its Sichuan branch during this period. Liu devoted himself to art education and training the new generation of art elites in China, renowned artist like Luo Zhongli, Gao Xiaohua, Cheng Conglin, He Duoling, Zhou Chunya and Zhu Yiyong were instructed directly by Liu Guoshu.
