He studied at the National Institute of Anthropology and History and later at the Academy of San Carlos. His painting of easel and mural is characterized by the ease of the brush stroke and the quality of the drawing, as well as the unparalleled costumbristas scenes, landscapes, still life and portraits, influence of his continuous trips around the Republic. Meza was a member of the second generation of the Mexican School of Painting and a founding member of the Mexican Plastic Show.
