Jose Veloso Salgado was born in 1864 in Orense, Spain and moved to Lisbon at the age of ten. He studied at the School of Fine Arts in Lisbon and later received a scholarship to attend the École des Beaux-Arts in Paris. Salgado became a professor of History of Painting in Portugal and his work has been recognized both in Portugal and abroad. His artwork can be seen at the Museum of Contemporary Art in Lisbon.
