After his apprenticeship, he worked as a designer and painter in Düsseldorf. In 1905, he went to Munich to study at the private school of Heymann and Groeber. He made study trips to France, Spain, and Italy. From 1920, Pflüger permanently lived in Basel and exhibited his works mainly in Switzerland.
