    Biography
    Landscape artist and etcher. Pupil of Benjamin Thomas Pouncy (q.v.) and living at his address in Pratt Street, Lambeth, until Pouncy died in 1799; honorary exhibitor at the Royal Academy 1796-1833; made etchings after Old Masters and c.1810 made a series Egyptian scenes in soft-ground etching; first president of the New Society of Painters in Water Colours (founded 1831); father of painter Joseph Rubens Powell (q.v.)
