    Landscape and figure painter, William S. Carter was born in St. Louis, Missouri in 1909. In 1930, he moved to Chicago and began studying art at the School of the Art Institute of Chicago and at the University of Illinois. In 1940, he exhibited work at Howard University Gallery of Art along with Charles White. In 1943, he joined the Depression-era Works Progress Administration (W.P.A.) in Illinois and worked with artists such as Charles White, Eldzier Cortor, Earl Walker and Charles Davis.

    Carter worked in several mediums, including tempera, pastel, watercolor, oil and ink. His works have been exhibited in Atlanta, New York, Chicago and Baltimore, and he has been published in Art Digest, Art News and Who's Who in American Art.
