Rugh was born in Germany and spent his early years in the Middle East. He studied ceramics and woodworking in Cairo as a teenager. For a time, he worked at the Marine Biological Lab in Woods Hole as an illustrator. He lives on Cape Cod and has a studio with his wife, Hillary Osborn also an artist, in Cataumet, MA.
