A painter of landscapes and portraits, Howard Elmer House lived in Portland, Oregon. He was a pupil at the Chicago Art Institute, and The Chicago Academy of Fine Art. He arrived in Portland in the 1930's, and became a member of the Oregon Society of Artists and the American Artists Professional League. In some of his early landscapes, he appears to have been influenced by California Plein-Air artists. His portrait paintings included prominent politicians such as President John F. Kennedy, one of which hung in the Kennedy Library, and Lyndon B Johnson.
