Chen studied in Japan after graduate from Taipei Teachers College. In 1963, he graduated from Musashino Art University and from the University of Tokyo in 1967. He has taught in National Taiwan University of Arts. He has had many exhibitions including: Solo Exhibition in National Museum of History, 1972; Uruguay Biannual International Exhibition, 1975; Join Exhibition at St. John's University, 1977; Solo Exhibition in National Museum of History, 1978; the Paris Autumn Salon Exhibition, 1986; Solo Exhibition in Taipei Fine Arts Museum, 1987. Influenced by Blue Period of Picasso's, Rene Magritte, and Salvador Dali, he uses gray, blue, and green to reflect his sorrow and loneliness.
