Hiscox was born in Somerset, England, studied at Oxford and trained at the Bristol Academy of Fine Arts. He became a landscape and portraitist residing in Windsor with several of his paintings being purchased by Queen Victoria. His circle of friends included the pre-Raphaelites and also the Newylyn school and correspondence shows that he visited Newylyn and his friends there in the late 1890s during which time he made a series of sketches and paintings.
