Walker was born in Scotch Ridge, Ohio on November 6, 1890. He studied under many known teachers including Almon Whiting, Fredrick Trautman, and Ross Moffet. He was a member of the Toledo Artklan and was awarded honorable mention in 1923 by The Toledo Museum of Art. In 1933 he was active in the New York area.
