When she was age seven, Prisicilla’s parents died from typhoid, and she and her sister were separated, with Priscilla being adopted by her father’s cousin in West Chester, Pennsylvania. Garrett studied art at Drexel Institute for two years, and then went to the Philadelphia School of Design for Women (now Moore College of Art) where she studied illustration. She completed her art studies at the Pennsylvania Academy of Fine Art in 1932.
