He was a jinshi in the 18th year of Guangxu, and was known for his dignified and solemn calligraphy as well as his poetry. Bao served as the Imperial Minister of Wine, Cabinet Bachelor, and Minister of Academic Affairs during his career. Later on, during the Republic of China, he served as an adviser to the Presidential Office and participated in politics in the Senate.
