Following studies at the PAFA under Anshutz, Chase, and Kendall, he spent several years in Europe on an art scholarship. He won considerable fame in Philadelphia as a portraitist during the Teens. During the 1920s he lived in California, both in Altadena and San Francisco. In the latter Sacks had a studio at 1759 Broadway where he fulfilled several portrait commissions.
