In 1939, he graduated from High School and began studies at the New Orleans Art School until 1942. Clemmer served in the army from 1942-1946. He returned to his art studies at night at the New Orleans Art School. In 1948, he had his first one-man show in the city at Arts and Crafts Club of New Orleans.
